Mouse Scrolling not working properly?

So, when I scroll the mouse wheel to scroll up, It scrolls like 3 lines up and then returns to the original position and then goes up again, then comes back down again on it's own multiple times.
Same when I want to scroll down, sometimes it goes far back in another direction too.
What's going on and how to fix it?

Two things come to mind here. Hopefully one of these will help to fix your situation.

1) Check your mouse settings in your control panel. You can set your vertical and horizontal scrolling on the wheel tab. My default setting is 3 lines, just as with yours. Depending on your version of windows, you should have the option to have it scroll one screen at a time. It's a radio button selection right below the vertical line setting. See if that works for you. Also, while you're in here, take a look at the Hardware tab. There's a status line that will tell you whether or not your mouse is functioning properly. If not, unplug your mouse from the back of the computer, blow out the connectors from both the mouse and the computer, then plug it back in. This should help to reset the device.

2) If the above does not fix the problem, you may want to consider the possiblity of the need for a new mouse. Over time, these things do go bad in different ways, so as the device gets older, there's a "lag time" of sorts as commands are sent from the mouse to the system. If you do feel the need to replace, I recommend both Microsoft and Logitech mice. Off-brand components do not always work the best, and are usually cheaper in price for that specific reason, so stick with the name brands that you know work. Plus, most businesses offer these cool little protection plans that allow you to replace the device if something goes wrong with it, so I recommend you to take advantage of that as well.

Mine is doing the same thing. I have a "new" wireless wow mouse, it was acting up to i plugged it straight into the PC instead of using the wireless feature, still gave me an issue...I then plugged in an semi old mouse I got off ebay for a few bucks...It worked fine before I got the wow mouse. I just wanted the wow mouse. Anyway, both of my mice are doing this same thing. The same thing as the guy that started this thread...I have gone through all of the mouse settings, I am very computer savvy, from what I am seeing seems like some kind of windows issue...Can anyone help me with mine?

I recently experienced the same problem as the original poster of the question. Even though I seriously doubt the offending mouse in question still exists, following is a possible solution to all who might experience something similar. Open up you mouse and have a look inside. Attached to the wheel of the mouse you'll see the scroll detector which might look like this...

Have you tried uninstalling your mouse? I tried that and it worked for me.

Control panel -> Mouse -> Hardware -> Driver (tab) -> click uninstall

Check to see if your mouse moves. You wont be able to move your mouse. Unplug your usb and plug it back in.

Maybe that'll work?

Make sure you're not pressing the scroll wheel while you're rolling it. This causes the screen to move even when the wheel isn't being used. You can normally tell by the curso turning into a circle with up and down arrows and a dot in the middle. To get rid of it, just press the scroll wheel again.

Whatever you do, don't listen to this ^^^^^^^^^^^^^^^ guy above, moe. He is clearly a scammer and is trying to get you to download some crap. Dont do it. Hes obviously a loser. Call your computer or mouse manufacturer.
