How do I recover files from a hard drive that crashed?

I have an old hard drive and am looking for a few specific files off of it. I don't know if the files had been deleted or not, but I do know the hard drive crashed and then somebody re-formatted and put a fresh Windows XP install on it before I got to look for the files. Is it possible to get the files? My brother tried by connecting the hard drive to his laptop with a USB to IDE cable. He used a freeware program called PC Inspect and found clusters as well as some files, but not the ones I was looking for.

Anyone have specific advice or know of good programs for this kind of thing? Thanks.

sorry to tell you but if you have reformatted your Hard drive i do not think it's possible to get any of your files back. sorry i can't help you.
