I deleted a user called Owner, then discovered that the .pst files were stored in a folder in Docs and Settings under that user name. If I restore to before that event, will Outlook be able to get back my old email and address book, etc.

At first you can try to search your old *.pst files in folder like SystemDrive:\Users\Owner or SystemDrive:\Documents and Settings\Owner.

Then you can try to recover your *.pst files with Easy Drive Data Recovery software:

It uses unique modern algorithms to recover files that other software either recovers incorrectly or is unable to detect.

Yes, it will restore those files. Make sure you have a recent restore copy made. You can check this out by going to Accessories, System Tools, System Restore. When the System Restore Console opens up, make sure that you have checked the "Restore My Computer to an Earlier Time." Then, click Next. A new instance of the Console opens and gives you a calandar on the left hand side with the dates of all restore points BOLDED. On the right hand side, you are given a list of the names of the restore points. In some cases, such as certain Windows updates, an automatic backup restore point will have been created. In the case of certain utilities software, such as registry defragmenters or hive compactors, a restore point may be created (just in case). In addition, if you make a regular restore point as a precaution - you will see these all listed. Now, choose the restore point that you think will take you to a restore date where you had all your files. Click the NEXT button and follow any instructions. Now, KEEP YOUR HANDS OFF THE COMPUTER and let the system restore itself fully. This may take a while, so don't worry - it is working! Sometimes, for whatever reason, a system restore point might be corrupted, and at the end of the restore attempt, Windows will tell you that it failed to restore you to that restore point. In this case, choose another restore point and try it again. Remember - You will loose ALL OF YOUR WORK between the date and time of your last restore and this point in time. But you should get your files back in perfect order just as if they were never deleted if you know they were all there on the restore date you select.

When you deleted the user your were asked if you wanted their documents deleted. If you said yes. your out of luck. System Restore only works with installed programs and windows settings, not much with user files. You need to use a backup program for restoring everything. Sorry.
