why does my screen go down in waves when i scroll the page down what settings do i need my pc on to resovle it

ive just re built my pc and when im scrolling down or watching media player my screen shows this image in waves not as it used to its like the image is flowing down as i scroll when im on the net any ideas how to correct this?

That's happened to me but it's always cured itself.

It's called "smooth scrolling" you either enable, or disable this function depending how your PC is configured, sorry can't remember where to find it, (too tired) but look on the web for that and you'll get plenty of help.

Pretty sure you haven't install the driver for vga.

I'd say it was your VGA drivers to (this is your graphics card) if they are installed try updating them.
