Any video editor can do this from the free Windows Movie Maker to the $800 Adobe Premiere. All you need do is open the editor and import your images. Drage the images down to the timeline. Stretch the image on the timeline to change how long it displays for. About 4 seconds per image is a good starting point. Some images need less time to display, others more.
Almost any video effect and transition can be added to the image clip.
If you're dealing with just images then you can also use Photo Story - http://www.microsoft.com/download/en/details.aspx?id=11132 - which was specifically made for images and has things like zoom and scan. Photo Story also lets you use your own soundtrack.
Remember that if you use copyright materials and are planning to upload the video to Youtube then it will probably get deleted.
