That depends. Are you talking about the multiple user environment ( where there is a welcome screen with pictures) or are you talking about the old fashion log in screen type.
If you have the Welcome screen and have enabled "Fast User Switching" (where you can be logged on the same computer while someone else is) Then yes, it does slow your computer down a lot and if there are programs running under the other users then even more so.
If you have the old-fastioned log-in screen or you have the Welcome screen without fast-user switching enable, then know not at all.

Having more than one user might take up some hard drive space, although I doubt very much. The only time I think it would slow down your computer is if two people were both logged on, and there were programs running in the account that wasn't being used.

Just having more users can not slow it down. If you are allowing many users to remotely access files over the network it can. If this is the case it is worth considering a dedicated machine, an old PC or for serious work a cheap new one with a large drive, used as a server.

yes having multiple users on window xp will slow down your computer because it's twice the programs or more.

No, not unless they're logged in at the same time via the "switch user" option. Simply having multiple user accounts has no effect on speed at all.
