I believe you have 'hybernate' enabled..... Go to your control panel - under "power options". There, you'll find all kinds of settings..... Turn OFF hybernate...... and don't turn off hard drives unless it's a laptop.
When you leave your desk for a minute or your seat and your computer goes to stand by, your document you were working on will still be there. Typically, I try to put whatever I'm doing away before I get up (unless I'm coming right back).

It's called a power saver. When the user activity level is stops, the computer can turn off the monitor off until your ready to resume activity. To activate this function right-click your desktop and click properties on the menu that pops up. When the box appears click on the screensaver tab and click on the button at the bottom that says "power". The rest should be self expanitory. Hope this helps,

Please rephrase the question
if you want to not have a screensaver but always have the screen your looking at stay idle then disable the screen saver:
If your running xp or older right right on your desktop as if you wanted to change the desktop background and in the screensaver select none
