Definition of: buffering
Preloading data into a reserved area of memory (the buffer). In streaming audio or video from the Internet, buffering refers to downloading a certain amount of data before starting to play the music or movie. Having an advance supply of audio samples or video frames in memory at all times prevents disruption if there are momentary delays in transmission while the material is being played. Even a live broadcast would have a few seconds of delay built in. See streaming video.
Buffering Over the Internet
If a network is fast enough to keep up with playback, buffering is not necessary. However, this is not the case over the Internet where packets can traverse numerous routers from source to destination, and delays can be introduced at any juncture.

Loading is when some program or video is first starting. Buffering can be as in buffering video from the internet, your computer or internet is to slow to play normal.

The way I get it...
Loading would be a major component like a video player while buffering is a minor component like the video being played as it's being read.

I don't think there is a difference. I hate seeing both of those words because i hate loading videos and i hate waiting for videos to buffer

Buffering is, to lessen the shock of. Loading is, a cargo, weight, or stress placed on something.
