Dynamic IP addresses 2 2 2 1
Email addresses 10 10 10 3
Data transfer limit 150 GB/month 100 GB/month 60 GB/month 10 GB/month

not easy to read but the point is...

my speedtest at speedtest.net shows that my download speed is between 4881 kbps and 4919 kbps

If the test is a good indication of your actual speed, then you are using the third option. Download speed 5 Mbps is about 5000 kbps, yours is only slightly below that. Upload speed 512 kbps is also really close to your 495.

The speeds that they advertise are the "theoretical" speeds. The actual speed you get depends on the server speed of the web site you are visiting, lags between routing nodes, etc. Some math will show that your actual speed is more than 95% the advertised speed, which means your connection is very reliable.

The speeds quoted by your provided are optimal speeds from fast servers, your speedtest.net speeds are more realworld connections. However you may want to download and run the tcp optimizer http://www.speedguide.net/downloads.php but first go through the faqs on the webstie. http://www.speedguide.net/faq_in.php?category=100

1 mbps = 1024 kbps

Do some math and you'll find that your speed is normal.
