A "Web Directory" breaks up the website listing into categories. You find the website your looking for by going from topic to topic narrowing the concept down to a more reasonable pool of results.

A "Search Engine" takes a word or phrase that you have supplied and uses various mathematical models to try to find the websites that best fit your search.

Google is a good example. They have a directory and a search engine:

http://directory.google.com/

http://www.google.com/

Another very popular directory is dmoz.org. ( http://www.dmoz.org/ ) - the content is actually human reviewed compared to a search engine where the content is processed automatically.

Web Directories often have a narrower scope. I mean that they often focus on a single topic. For example: http://www.webdirectory.com/ focuses on environmental related info.

Search engine crawl or spider the internet in search of pertinent information. Web directories is where people with web sites go to list their site and information about it. It is also to be noted that search engines robots, spiders, or crawlers visit web directories in search of information which internet users are looking for. DMOZ is the largest and better known web directory.

Web Directory is placed on any search engine. They are too ranked by Search Engine. and Serch Engine crawlers, and spiders that eventually would find most web sites on the Internet all by themselves. Search engines are programs that search documents for specified keywords and returns a list of the documents where the keywords were found.
