Simply open in image viewer on your computer, save as and save in format you need.
The absolute best image viewer is irfanviw http://www.irfanview.com/. Does absolutely everything - just look at the list of all the features - and it's freeware.

Use "Format Factory" to convert it. You can search for the program at download.cnet.com website or use google to find the official site.
Meanwhile, you didn't mention what format the file should be converted to. If you needs to be in GIF, PNG, BMP or TIFF then you can just open the file in Paint and save it as a different format.
