Is it a laptop?
Try unplugging it and taking out the battery for about 2 minutes and then put the battery back in and plug it it.
If it's not a laptop, then what model is it and what version of software are you running?
Edit: I am using a Gateway Dx 4720-03 With Windows Vista x64
OK. So have you tried holding down the F8 key after you first turn it on and seeing if you can boot up in "safe mode"?
Do you have a a Windows Vista installation disk that you got with your computer that you can try booting from?
Also, since you know how to take apart a computer and know the parts, did you install anything recently? Check your keyboard and your mouse and other connections.
Maybe the signal cable on the hard drive isn't seated properly or something.

make sure the connections on the hard drive are secure.
the rebooting is caused by a boot disc error, so if you can get into the BIOS, check that the correct disc is set as boot priority 1.

first of all....windows vista sucks...lol. anyway it could be a bad hard drive, loose cable to hard drive, or the image itself may be corrupt. The looping makes it seem like the image isn't compatible but i'm not for sure on this.
