Can you restore deleted files to a different location than the original file location?

I had a program installed, and I uninstalled it, but forgot to save a file that was in one of the folders that got instaled. The folder went to the recycle bin, but I can't restore it because the file location doesn't exist. It was originally installed on a portable hard drive (F:). Now the drive says (E:) instead of (F:) instead, so it can't restore the file because it drives to restore it to the E drive. Can I still restore this file somehow?

You can right-click on any file in the recycle bin, cut it, and then paste it in another folder - having the same effect as restoring it. It works for me in Windows XP.

I basically tried this remarkable now. I created a folder, positioned a .txt document interior the folder, deleted the textual content fabric document, and then completely deleted the folder. when I restored the textual content fabric document, the folder got here back besides.
