Try to follow steps from http://www.ipaddresslocation.org/change-ip-address.shtml and see of it will help you to change IP address.
It will probably works if you are behind dynamic IP address. If you are behind static IP address then only what you can do is to call your ISP and request changing of your IP address. And do not forget to give them good reason why you would like to change IP address.

You have TWO IP Addresses. One public and one private.
Your Public IP address is assigned to your Modem/Router by your Internet Service Provider and you have no control over it
Your Private IP address is assigned to your computer by your router and there is no point in changing it.
The DHCP server in the router will automatically assign IP's connected to it, unless you use STATIC IP's which can cause problems if you don't know what you are doing. The biggest problem is IP Address Conflict with other computers on the network. By letting the router assign IP's, you avoid conflicts. Can can also get conflicts with Public IP's if you assign the wrong one and then you have a big security hole wide open to hackers.
The router is also a hardware firewall, because of NAT, which is a built in feature of all routers.
Changing from the Public IP to the Private non routeable private IP is a security feature. Don't mess with it.
Do not beleive what you see on TV. An IP address CAN NOT be traced back to your home address, only to your ISP.

You can change your IP address via the properties of the NIC (network card) for which you want another IP address. Your address is probably assigned by your router or your ISP over DHCP (a service that provides IP addresses) and changing it by yourself could cause connection problems if your DHCP server/device is also the gateway which only accepts access from IP addresses it assigned itself. If you assign an IP address that is already in use that may cause an IP conflict.
if you are in a home network and have access to the router you can reserve an IP address there and assign it to i.e. the hardware address of your NIC. You do not have to change anything on your PC, except maybe an IPCONFIG /RENEW via a command prompt. This command tells the PC to look for fresh IP address. An IPCONFIG /RELEASE would let go of the leased address (if you let DHCP assign addresses). An IPCONFIG /ALL shows the assigned IP addresses and the corresponding hardware addresses of your network cards, in case you want that to configure your router to assign you a fixed IP address.

If you actually succeeded in changing your external IP address, you'd be off the internet. If you disconnect your modem for enough time (anywhere from a minute to a couple of weeks, depending on your provider), you'd get a slightly different address. It wouldn't change anything - including sites you're banned or blocked from.

You can change your local IP address by resetting your internet connection. Reset your modem or whatever you use to get online, and it'll change.

you can only change your local ip address, not the one your isp gives you.
if this is what youre asking, moe info please.
they don'tchange their ip, they use a proxy server.
however, many sites deny proxy access as soon as they identify them.
