is it ok if i use open dns's primary ip address as preferred dns server and norton ip address's primary ip address as alternate dns server on my network?

Yes, you can do that.
Colinc makes a good point but I find it unlikely that both opendns and norton would go down at the same time. I have my computer's dns set to my router's ip (or automatically obtained) but my router is set to opendns' primary and secondary servers for primary and secondary dns respectively. I've never had a problem.

No a good idea. If either of these programs has a problem it can stop your connection reaching ANY site. The correct way is to use the router IP address as the primary and secondary, as it acts as a DNS proxy by default. That way with the router set at default of getting DNS server information automatically, it will take care of any DNS server failure by finding another one,or even multiple servers of the original servers all went down. This DOES happen if a registrar's machines suffer DNS poisoning attacks.
