I want to model characters in blender the less time taking way. I want to do it like this - I want to take a video of myself running and then want to add a skin-like thingy on myself to make me look like my character. Can I do this in blender? Or do I need a separate software

P.S...... I have seen the making of Tintin-The Secret Of The Unicorn, and in that a guy wearing some white coloured costume did all the acting and they applied a skin-like thingy on him and other characters.
I felt that it would be an easy way of doing modelling and animation. Any tutorials or 'pdf's' on the subject would be very helpful.

For motion capture of the body you'll need a multi-camera solver that don't exist in Blender at the moment, so you have to use external software. But there's ongoing development to implement a multi-camera tracker in Blender.
