I want to download and use bittorent clients like utorrent to download files, but are they safe to use? Can hackers collect i.p addresses from them? Or can they be traced? I want to use them, but I don't want to let a hacker into my PC.

- Any person can trace an IP when they are receiving your visitation to their site for just downloading off sites or even just scoping a site.
Or can they be traced?
- Once you get a torrent and if it is virus-free, you are safe.
I want to use them, but I don't want to let a hacker into my PC.
- Get a good firewall and anti-virus.

You won't have a problem with the torrent clients, it's what you're downloading that could give you a problem.
If you're really concerned about clients, try Vuze http://www.vuze.com/app or uTorrent http://www.utorrent.com/
The other thing you want to pay attention to is the comments about torrent files. Usually if there's a virus in something you'll see lots of complaints in the comments warning you to stay away from that file.
