What's the cmd to put into Run, to open System Restore?

I've been having this problem:

I want to try System Restore, my explorer.exe won't run (Ordinal not found). Please give me the run cmd for System Restore.
I've tried going to Start Menu.. Accessories etc, through my Documents and Settings. I done this by running a new task through Task manager, and going to browser. It's the only way I can open things

At the command prompt, type C:\windows\system32\restore\rstrui.exe and press Enter.

Once the system begins booting from the Windows XP CD, simply follow the prompts that will allow the loading of the basic files needed to run Setup. When you see the Welcome To Setup screen press R to start the Recovery Console. You'll then see a Recovery Console menu, It displays the folder containing the operating system's files and prompts you to choose the operating system you want to log on to. Just press the menu number on the keyboard, and you'll be prompted to enter the Administrator's password. You'll then find yourself at the main Recovery Console prompt. Type: cd \ type: cd \WINDOWS\system32\Restore type rstrui.exe
