It could be your anti-virus is parsing the file as it downloads, and can't open it to check. Be suspicious of that file....

The other option is that the file is actually missing or corrupted on the server you are downloading from.

Look at the file type(the last three letters : txt, bmp, wmv,... etc) and see what it is then surf the internet for what file type it is or what program, application is using it. You might be trying to open a file that needs a special program to open.
