Winrar is the best freee software to open all the files, it works with all the extension like .zip, .rar, .iso, .tar, .bz2, .ace, .uue, .jar, .7z, etc..

If you want to be able to use tarballs in windows, get winrar. Winrar supports tar, gz, etc.

A lot of DOS commands are not useable in XP or Vista. They changed it.
You will have to use your Unzip program to do this.

You should look at your other questions, to see what others have answered.
First, you don't install that tar exe. It's a standalone executable, although if you have something like msys or another shell, you would go through that. Open up the command prompt, and CD to the directory where the tar executable is. Then type in the commands for tar. It should work.
But there's a much easier way. You don't really need tar on Windows because you have something like 7-Zip (Google it). It can uncompress tar files.
Why are you even dealing with a tar file? You don't sound like a power user/programmer (no offense), and tar files are usually source packages or those intended for *NIX systems. You aren't by any chance, trying to install a program and have a tar file for it?
