Buffering is the time while the video is loading. Usually there is a button you can press that buffers the whole video before it starts. Or where it shows how far the video is through there will be a translucent bar that shows how much of the video has buffered. Otherwise your internet might not have the speed to buffer completely.

A buffer is a region which holds temporarily holds data while it is being moved from one area to another. "Buffering" therefore, means that you are acquiring that data over time. Since a video or a music clip is a file, it requires time for you to download it. And if you're streaming one or the other, to hear the file instantly, buffering the file is necessary. Since you're not downloading the file directly to your computer, there needs to be a way for you to listen or watch it, and that is buffering. What you can do to stop this hiccuping of video feed is to stop the video and let it finish buffering or loading and then play it when your buffering is significantly further away than your video feed.

I used to have an old computer that would do the same thing. I think that the problem is that computers that are old were not designed to run youtube because youtube did not exist. I bought a new computer last year and youtube works fantastic on it. If you have a new computer than i don't know what the problem could be.
