Long answer can be very complex when you go into the architecture within the CPU to understand how the millions of transistors within the CPU process data and instructions, the logic circuits, etc. And knowledge of assembly language for the particular CPU is needed. That will translate into how many millions of instructions can that particular CPU process every second.



So the long and short of it is the clock speed determines the rate of which digital data moves around in the CPU. So you'll have to set the multiplier on the mainboard to tell the mainboard how fast to clock the CPU. Too slow, you'll not maximize the CPU capability. Too fast, you'll overclock and risk burning up the CPU. So if say it is a 2GHz CPU, then set it as such on the mainboard.
