They're idiots and think this falls under the "selling pets" rule. However, it does not, since it's a legitimate adoption offer.

You already know that Craigslist tries to discourage pet sales. I know your ad says it's an adoption with a re-homing fee, but everybody knows that many ads like that are still essentially a "pet for sale" ad.
So probably someone who disagrees with selling pets on Craigslist keeps flagging your ad, and likely others people's ads too.
I noticed some other ads in the same section mention the re-homing fee but don't say the amount, so you could try that. Or if you really just want the pups to go to a good home, don't even mention or ask for a rehoming fee at all.
Finally, considering the policies on Craigslist, maybe it's not the best place to put your ad, period!

Nada is absolutely incorrect. The CL "flagging system" is a lazy way of managing ads that panders to the lowest common denominator and rejects basic fairness. It requires 3-5 flags from separate IP addressed to completely delete an ad. So whether or not your ad ACTUALLY violates at Term of Service is irrelevant. If a few people don't like your ad FOR WHATEVER REASON and decide to flag it OR a person who operates with multiple IP addresses, they can completely annihilate your ad. And most unsuspecting posters have no idea why this actually happened. When I post a Black or African-related post, you can expect that there a always number of jerks who don't like it. If I post a gay-related ad, you can bet that someone will try and delete it. I can only imagine the moralistic creeps who are finding fault with your ad, I’m sure there are lots of them out there. Apparently there are a few in here as well, defending the repressive and discriminatory actions of these idiots. The way the Craigslist flagging system is designed, it panders to - even exploits that element. And they like it, because it makes their job easier. And word of advice: DON"T go to the flagging forum, there is nothing in there but trolls who will immediately try to tell you theres something wrong with the ad and ultimately do nothing to ACTUALLY help you.
