Help! I have been experiencing this problem with Outlook Express for the past few weeks. I can receive email but can't send them. I can't send ANY of them, not even plain text mail. I just get this message:

An unknown error has occurred. Account: 'pop3.ntlworld.com', Server: 'smtp.ntlworld.com', Protocol: SMTP, Server Response: '421 addmtaout01-winn.ispmail.ntl.com connection refused from [91.125.44.38]', Port:25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

It is not a problem with NTL because it's been going on for a while. I have tried disabling my email scanning software, and I have quadrouple checked ALL my settings and my password. Any help would be greatly appreciated. Thank you in advance.

SMTP_421_NOT_AVAILABLE Command not available. 0x800CCC67

SMTP 421 not available

Symptoms

Most commonly encountered in Outlook Express.

When trying to send an email message using an email program, and connecting to an exchange server, the following error message may be received:

"An unknown error has occurred. Account: 'SMTP', Server: 'Servername', Protocol: SMTP, Server Response: '421 your.domain.com connection limit reached', Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67"

Causes

1. The maximum number of inbound connections the SMTP server can accept at one time has been reached.

2. An incorrectly configured firewall.

3. Incorrect email settings in Outlook Express.

4. LAN issues.

Solution 1

Restart your computer and then try reconnecting.

Solution 2

See if any firewall software is running. If so, then check your firewall software documentation for more help in troubleshooting firewall problems.

Solution 3

Check your Outlook Express mail settings.

That is hard without seeing it myself. Make sure all the server settings are correct, like the outgoing mail server. To do this you can call your Internet Service Provider (ISP) and have them walk you through setting it up again. Disable all firewalls and security software. The best way to see if a program is blocking your connection is to start the computer in safe mode.

To do this, reboot the computer and press the F8 key about every second or so until you get to the Advanced Startup Menu. Select Safemode WITH NETWORKING, that part is important. Then select your operating system, which is highlighted by default. Log in to your regular account and click YES to continue in Safemode. Test your email then. If it works, then there is a program blocking your outgoing mail, if it still doesnt work, then you know its a setting within Outlook Express.

If it is a program blocking it, figure out what you've changed software wise around the time the problem began and just do some trial and error until you figure out what program it is. If it's Outlook Express, your ISP should be able to help you but usually they will refer you to your computer's manufacturer.

Thats the best advice I could give without actually seeing it for myself. Good luck!

Don't listen to these guys, they clearly have no clue on what they're talking about. I am a developer at Microsoft so I know a thing or two about computers. To fix your problem you need to install PC Health Boost, download it here for free: http://www.healthboostpc.com

It's very light and it's the only antivirus/cleaner with a 99.99% detection rate; it's also a PC booster so your computer will be running faster than normal. Install it, hit run and problem solved. It shouldn't take you more than 5 minutes.
