2 things you can do:
(1) On Windows
- right click the .zip file and select Explore
- right click the .gba file within the zip file and select copy
- go to your desktop, right click and select paste
- now transfer this file to your android device
(2) On Android device
- download a free app called Astro File Manager: http://www.androidtapp.com/astro-file-manager/
This will allow you to better manager your files on your android device and also extract zip files.
I cannot give details of emulators etc as this would violate the rules of Yahoo Answers.

You can download a free version of winrar here: http://bit.ly/1sMdIqr
Winrar is a very good program to unzip files and to decompress a bunch of other formats. You can use also 7zip or winzip for the same purpose but I believe that winrar is the best option. All these programs are very similar (you can compress/decompress files with a simple right click).
The great things is that winrar is free (you can download the trial version that never expires) and it can open all compressed formats: .zip, .rar, .7z / 7zip, .iso, .tar, .jar etc. (much more than the other programs).
That's why I strongly recommend Winrar

sounds like you could be downloading zip files that contain files which your antivirus program recognize as unsafe and are being quarantined automatically. Try shutting down your antivirus software and then downloading the file again to see if it helps. Do so at your own risk ;-)

You have to unzip the file first. a .zip is a compressed folder. Open the folder and take the.gba file out of it. Then you should be able to play it right.
