PLS HELLP ME AS I WANTED TO INSTALL APPS LIKE ANTIVIRUS AVAST AND SOME GOOD APPS IKE "LIVE IT" WHATS UP" ETC , BUT WHILE I CLICK ON INSTALL I GET POP UP WINDOWM ON MY SAMSUNG S3 LIKE BELOW

It is normal for anti-virus apps to do this as they will go through everything to prevent viruses but just as well it could be. Just as long as its a trusted app like Norton stuff like that.

Antivirus programs ask to do this because when you scan your phone, it will have to scan all of these areas. But it has to ask you first for permission, because this is your personal data.

Every permission has a reason. if you use well established apps, you need not fear about anything.
