open the folder it is saved to and go to Tools>Folder Options>View and untick "Hide extensions for known file types" then click apply.
Now right click the file, click rename and change the extension.

My favourite photo retouching software is GIMP. A good free alternative to photoshop. Free download here http://bitly.com/1zbn2oc
I strongly recommend it.

open my documents folder. Click tools from menu, then click folder options. Click view tab and uncheck hide file extensions option. Click ok.
Now you can change extensions. Change jpg or jpeg to mp3. That's all...

If it is a music file, then there is absolutely NO possible way for it to be a ".jpeg" file. Those are specifically for pictures. You may be thinking of an ".mpeg" file which is a movie file.
Check it out again, and repost.
But to change file types, you usually have to go into a program that supports both file types and save it as the other. Sometimes...I have been able to just change it in the filename like on Macs, but that hasnt worked in a long time. It would be best to copy the file first if you were to try that.

You only changed the extension, just change it back. MP3 and JPG are totally different file formats, MP3 is an audio file, while JPG is a graphics file, you cannot convert one to the other.
