I have a question about correlation between 3G internet connection, 3G sim and data cards.?

I want to know whether the speed of a 3G internet connection solely depends upon the 3G sim or it has some dependencies over the data card (Dongle) we are using. I am looking for universal data cards which can support all the 3G network sims available in India. Micromax and iball are two universal data cards. Micromax supports Windows XP, Windows Vista, and Windows 7 but does not support Windows 8 while iball supports Windows Xp, Windows Vista, Windows 7 and Windows 8. I know a guy who uses Aircel 3G sim with Micromax data card. The service and internet speed is good. So for me Micromax is a tested thing. I don’t know anyone from my social circle using iball data card. Now the thing I want to know is whether that guy is getting good internet speed just because the Aircel 3G service is good or it is a combination of Micromax and Aircel that makes the connection speed fast. If the answers is, data cards has nothing to do with the internet speed I will opt for iball data card as it supports up to Windows 8 despite the fact that it is not a tested data card for me as Micromax. So help me out here users.

Net speed depends on 3G SIM with 3G net pack and also 3G Dongle.

I have Micromax MMX144F(Unlocked) which supports windows 8 and having calling feature from my PC and Laptop. I am using it with airtel 3G and aircel 3G SIM 3G net pack.

Also each data card has limit for max. Speed like mine has limit upto 14.4MBPS and each net pack has limit of speed like Rs.37 aircel net pack can give you speed upto 3.6MBPS and Rs. 9 airtel Net pack can give you 7.2MBPS speed.
