Your best option is Ultimate Web Builder: http://www.redesigns.org/web-builder

Purchase your web hosting there too, and get unlimited disk space and free installation service.

No experience necessary and the software comes with free technical support if you need any help. It has a TON of features, including CMS, CSS styling, SEO (search engine optimization), e-commerce/PayPal integration, mailing list application, blog, forum, ads management, and lots more.

Hey there if you are just starting out web design, I suggest you head on over to http://www.w3schools.com and http://www.htmlgoodies.com and start either one of their Beginners guides from the top. (or google "html tutorials")

Most web design is done with a simple text pad editor (NotePad), but to solely use this takes a lot of practice and a comfortable understanding of the mark-up language *HTML : Hyper Text Markup Language*. You can download a program called : Coffee Cup Editor, which is free, but they also offer a visual HTML website maker, and pro version of their software for a small price.

Best web design tool though, and ones that most professionals use is: Adobe Dreamweaver, this program is a little more advanced though and can cost a pretty penny, but offers up the best software solution for html editing.

Best of luck to you!

You might want to try out Yahoo! Sitebuilder.
