Just moved into a new apartment that has all the Verizon Fios installations and hardware, but when I try to sign up, their website & phone reps say its not available for my address. How could this be? I know my neighbors have it and my hardware is on...even the "Optic Network" light is on. Could this be just a computer glitch on their end?

Yeah.... you need to talk to the tech support division, not the sales department. They'll be able to figure out the glitch and tell the sales rep to sign you up and activate service.
