goto run command and type gpedit.msc
then goto user confiruration -> then administrative templates -> windows components -> windows explorer -> " remove folder options menu item from the tools menu"
click on it and select disable.
then again open run command and type in gpupdate and press enter to update.
Hope this helps u ..... !

You probably need to reestablish your login or rights...or?
There are/were settings to hide icons when using the desktop as a "web" (single-click) application and to hide the taskbar unless you roll over the spot or drag it up.
IF you or somebody else tries to change login or passwords improperly the desktop or certain files noted in security settings will not be available unless the administrator has logged in successfully.
Maybe that explains the control panel folder being unavailable.
If you haven't emptied the Recycle Bin, check it now and restore it to it's location if it's there. Also search for the file in explorer (start menu Find...) Chances are it's not "gone" but you need to find it and restore it.

first try right clicking on an open folders toolbar area and select standard buttons (check it if not already checked or uncheck it if it is) then recheck it if you unchecked it.....then go to customize and check for the buttons settings. if that doesn't work you may have hidden the control panel option for the folder settings.....go to start then run and type SFC /scannow this will check and should repair any problems with your system files or you could try this file as well

bypass to regulate panel -> If administration panel isn't in classic view than on edge bar click on "swap to classic view" -> right here you will discover "folder determination" double click on it......
