To be able to use DirectX 10, you will need a fairly recent video card, as well as either Vista or Windows 7.
The video cards which support directX 10 are the 8000 series, and the new 200 series from Nvidia; and the 2000, 3000 and 4000 series from ATI.
Various other IGPs (integrated graphics processor) also support DirectX 10; but odds are, you want to use DirectX 10 for gaming, which IGPs aren't suited for.
You can obtain Windows 7 from http://www.microsoft.com/windows/windows-7/download.aspx
But odds are, your current video card does not support DirectX 10, so you will have to buy a new one. As the DirectX installer is automatic and only installs needed and supported versions.

Well you will need windows vista or 7 (vista is better)
but if you have windows XP there is an "unofficial" patch you can download to run directX 10 games.
