What operating system are you using? What is your network setup? Are there any firewalls in place?

There are many ways to get this set up. One is to enable UPnP on your router/firewall and in Azureus. Another is to directly map ports on your router/firewall and then specify those in Azureus. Don't forget about any software firewalls (windows firewall, zonealarm)

See the sources for some detailed information.

To open an Azureus port, you need to forward it through any firewall or router by setting an exception in those for Azureus.

This guide has info to help with that:

while you're going directly by way of wimax and there is no router in between, all ports could be open for utorrent. in any different case, the service is obstructing them and there is no thank you to unblock them. @Kato - relatively? Miles away?!
