How do i restore my Properties ( on Desktop, when you right-click your desktop, the "Properties" is one of the options there where you could set your wallpaper, screensaver and many more )?
It keeps saying
"Your system administrator disabled the Display control panel."

Are you logged in as an Administrator user? It sounds like someone has been setting/playing around with the permissions.
Click Start->Run->gpedit.msc (type this)
Go to User Configuration->Administrative Templates->Control Panel->Display
then check on the right hand side and set the stuff up there...

To fix missing display properties tabs you need to use the following two commands in the Windows command line.
To open the command line press Windows Run and enter cmd in the run box.
The first command that should be issued is “regsrv32 themeui” and the second “regsrv32 /i shell32″ without the “” of course.
You need to restart the computer after those two commands so that the changes take effect.
Those two commands register and install the two dll libraries again which are, among other things, responsible for the display properties dialog.

This sounds like a technical problem. It might be best answered by a technical specialist. If you have microsoft; you maybe able to go to microsoft support.

if your the only user of that computer than u have been hit by virus...sounds like a serious virus, if AVG cant get it than u have to formatt ur comp mate
