How do you delete folders on all programs on the start menu?

I want to delete folders that have nothing in them and the actual program has been removed from the computer, but the folder is still there in the all programs in start menu. I think mine is locked because I read a few things and it says like right click it and click delete, but I can't right click mine. Is that normal or locked? If it is locked can you tell me how to unlock it and how to delete the folders. (Also I tried unlocking the task bar but it didn't unlock my start menu on all programs.

Can you delete regular folders elsewhere.. ie.. on your desktop? .. if so you could try going a different route to delete the same folders instead of trying it from start menu.. you MIGHT be able to go into the drive with the folder that contains the same folders.. which may be in something like "Documents and Settings\All Users\Start Menu\Programs" .. that's where you'll find them all.. try deleting them from there

If use use Windows 7 or XP you might have a local policy called a group policy - (use GPEDIT.MSC) that prohibits you having rights to delete them. You might need to login as the 'administrator' if the policy is set prohibiting deletion.
