How do I fix my slow internet?

My internet is really slow, and it's meant to be a pretty good connection. Can someone give me tips/help on speeding my internet connection a bit?

Location: Hong Kong
OS: Windows XP
Speed: T1 or T3 (don't know which one), speed is meant to be 100mbps
Packets recieved/sent (on average): 30K/20K
Takes like a whole minute to completely load "Google.com
Using modem and router to connect between 3 different computers, and only this one has a really slow connection. This isn't directly connected to the modem.
Tried numerous methods including switching the router/modem lines to different computers, and the oh-so-popular, plugging/unplugging the router and restarting the computer.
This computer has no viruses or adware.

For you gamers out there, if I join a local game, my ping/latency averages around 200 while everyone else averages around 20

Frequent timeouts/disconnection, although it never correctly shows a "disconnected status" in the bottom (the little picture next to the time)

A clean computer is key to a fast computer. Below are some programs that will help you achieve a fast and clean computer.





Free online virus scan. If you don't have a anti-virus program then you can use a free online one to check your computer for viruses.
