how can i delete a write protected file or a full file , i have a "owner" file that i cant delete.?

The owner file when i try to delete it says its cannot delete because it might be write protected or full. So how do i delete it or what can i do to get rid of this file, because its takin up too much memory on my pc.

you didnt tell what file it is. it might be one the system files. anyhow turn on the system in safe mode and delete the file using command prompt using del command . eg: del filename /f
