You won't be able to "delete" system restore if Windows is running.... The only way you do it is by formatting your hard drive.. The way you do that is insert your Windows CD etc..

Do you know what System32 for? Did anyone tell you to delete them? If yes, the person is actually trying to ruin your whole system. Or maybe this is your idea of joking? Well, either you're joking or not, you must know that if you still want to use your computer, you can't delete System 32. But if you still want to, you should know how to re-install your OS. Otherwise, keep it just like that.

I mean, System 32 has all the registered DLLs for your OS. If you delete it (or any DLL whatsoever), you'll encounter errors. May lead to a system crash. Moreover, you won't have permission to remove the entire System 32 folder from C:\Windows due to permission denial.
Since you haven't specified anything as to why you want to kill your PC/Laptop, I can only say - Don't.
