If those are folders in your filesystem, you should not delete the folders, but rather uninstall the programs.
You can do this by going to "start-->settings-->control panel" find the icon "add remove software" and then select the programs from the list and klick on uninstall.
This will also remove the folders you listed.
Some I know:
- ComPlus applications is needed by the operating system.
- DirectX is used for graphics and cannot be deleted
- dirextx 9.0 SDK could be uninstalled as it is only for api programming.
Outlook express will not free up a lot of space, as well as netmeeting. Symantec is probably your antivirus software and therefore should not be removed.
Winzip is a usefull utility to open compressed files.
What helps me when cleaning up the computer is a disk visualization software like "spacemonger" for example.
There are still older free versions of this software around.
It will visualy show you the big blocks of data on your disk and might help you to clean up too.
