Is there any website where you can type in an IP address and find out the exact address, or the name of the person it belongs to?

it's not that easy. IP addresses change all the time assuming they don't have a static IP. IF they do have a static IP you could find out who it belongs to by going to google and typing something along the lines of IP tracker

In the USA, the only way to get an ISP to release personal information (name, telephone, address etc.) about a particular IP address is with a Court Order.
And Court Orders are usually only given out in the case of suspected serious criminal activity. Don't hold your breath.
All someone can determine from an IP address is the general geographic location. Perhaps narrow it down to one in a million people.
But it really depends upon just what country that you live in. The laws vary.

IP stands for Internet Protocol The IP address is the location of your computer has when it is attached to the Internet. Every computer needs an address so that data can flow from one computer to another. And yes - every computer has a unique address The IP address your computer is using right now is probably "leased" from your ISP. So as long as you are using it, it is yours and yours alone. When you stop using your connection (you turn your computer off), that IP address becomes available and may be assigned to some other box. When you turn your computer on again, you get an IP address. Finding out exactly who it is would take a court order and a good case/reason for it. The most you can get otherwise is just a general area like a city or town. If you get any more than that without going through the Judicial system, chances are the info was obtained illegally and by using it you're also breaking the law.
